Why this role matters

This Software engineering manager (SEM) role is accountable for Integration Solutions & Engineering (ISE)

IT Systems for Openreach & Rest of BT (RoBT) – from design and development to the in life support of these

systems ensuring systems are available for L2C, T2R & for any other business related operations. The job has

direct impact on Openreach’s bottom line, customer experience, and health of the organization. The role is

focused on best practices, technology, and delivering business value through high quality software.

Specifically this role is accountable for:

 Delivering software solutions that provide business value and meet customer requirements,

including necessary designs, documentation, automated testing, deployment and in‐life support.

 Developing the lifecycle approach selection and limited tailoring, i.e. within a broader programme,

or unit approach and practices.

 Driving reuse of technology to ensure efficiency and improve velocity.

 Managing resource allocation, work prioritisation and budgets.

 Driving business performance, efficiency and continuous improvement within the team.

 Delivering organisational health outcomes across the team, including coaching and team


 Providing a technical direction and impacts of technical and commercial decisions on wider software


 Managing key stakeholders to enable successful software design and delivery.

 Delivering the appropriate level of production and in‐life release support to ensure production issues

are resolved in a timely and effective manner.

Technically participate in complex software development

 Develop close relationships with customers, vendors, suppliers and BT employees at a senior level,

confidently present information and facilitate negotiates.

 Mentor and share knowledge with others and broader profession

 Offer technical expertise to project stakeholders when projects are defined.

 Direct and monitor the work of the team and be involved in training and coaching of new recruits.

 Lead and coach other team members, particularly in defining and owning individual improvement plans

for the technical discipline and team member.

 Manage activity associated with CI.

 Agree work requirements and the way of working.

 Decide on team resourcing and performance approach (right thing in the right way including the right

skill set) within the team.

 Decide on the processes to improve and drive standardisation and repeatability of the work.

 Make authoritative technical recommendations to commercial decisions on new and emerging areas.

 Resolve major customer and/or platform (p1) escalations and drive to technical resolution.

 Decide on technical selection and new technology providing commercial and technical authority.

 Prioritising work within the team.

 Problem solving for issues that are broader than the delivered software, e.g. Integration,

interconnection and e2e issues in complex integrated stacks.

 Problems within the particular technology as well as the technology landscape.

 Resolving production issues to fix service P1‐4 issues.

 Problems relating to introducing new technology, and resolving major issues in the platform and/or


 Deliver new platform/s, service introductions and/or new technology introductions

 Adapt and change team processes and technical practices in a dynamic and challenging environment in

order to improve quality and business value

 Evolve software engineering ways of working through The Software Engineering Handbook.

 Number of direct reports is between 5‐9 FTE (span).

 Project complexity is high (scale/domain/resource) or consists of a few smaller related projects.

 Possible matrix management e.g. solution designer/testing.

 Provide input into planning and estimation of resources (6 months).

 Sign off on system access at appropriate levels.

 Accountable for meeting the TLR / TLC plan.

 Ensure speed of resource mobilisation across teams.

 Evidence of improved efficiency

 Positive feedback from customers, peer groups and senior stakeholders.

 Succession plans that ensure coverage and movement across teams.

 Delivered to agreed TLR/TLC plan for the team and maintained spend within budget.

 Delivered smart business solutions which resulted in customer experience improvement, cost savings or

What you'll be doing

Deliver value through managing change on the IT estate

 Transformation

o Improve resilience in our ability to send engineer to work. This is the most important

service area for OR.

o Deliver all capabilities for Business demands (Ethernet etc) on ISE stack.

o Deliver Strategic Integration capabilities to Rest of BT lines of business.

o Rationalize and simplify the legacy stack by closing down legacy systems

o Implement an Active‐Active platform for all of our Critical Systems

 Strategy

o Define and own implementation of the TSO2020 ‐ IT simplification strategy. Target 50%

reduction of the IT estate within 3 years.

o Define and own implementation of BT’s strategy of cost‐transformation at the unit level.

Target: While the target is on an annual basis, the strategy to achieve efficiencies year‐onyear

span across 3‐5 years. For example, insourcing, colocation, vendor strategy, systems

strategy, etc

o Develop Architecture and Engineering roadmap in conjunction with Architecture &


 Security, Compliance and 3LS

o Own the security, compliance, upgrade, patching, provisioning & decommissioning of

infrastructure estate as per published plans

o Provide third line support for all components owned the unit.

o Operational Risk identification & mitigation

 Change Management

o Own the resourcing and capacity plan for the complete ISE area.

o Deliver flexible resource plan ensuring right‐sourcing of work, managing TLR

o Ensure efficient and effective deliveries as part of MFU and delivery hub roadmap. Ensure

timely release of high quality software through various stages of release and handover to

o Provide technical professional contribution to business strategy

o Manage team capacity in line with GMC targets of CP & Field Platform, delivery hub


o Drive business benefit, value creation for BT by planned/proposed work

 People and culture

o Build a healthy organization, by building an insourcing and colocation strategy for the unit.

o Improve Engineering capability in BT and subcon teams in line with BT Academy,

profession standards, ALP’s and adopt and embed best practice for agile engineering, test

automation, repeat releases.

 Cost Transformation:

o Set & manage short term and long term budget for complete ISE area.

o Manage and improve the cost base, ensuring appropriate levels of controls in place to

govern spend and manage TLC

 Define, agree and deliver resourcing strategy plans for the unit ensuring aligned with future capability.

The skills & experience you need

 Relevant, contemporary and industry recognised qualifications where appropriate.

 Relevant Degree qualification (typically engineering/science) or equivalent.

 Relevant professional experience.

 Very Strong technical skills in Java, J2EE, Oracle, Big Data, Kafka, AI/ML etc

 Strong exposure to & technical skills in Microservices architecture

 Strong trait in problem solving.
